It uses the SDL Media Libraries, and because of this C-Dogs SDL is able to run on Linux, Mac OS X, Windows, *BSD, MorphOS, AmigaOS, Nintendo DS and GP2X. In theory it should be able to run on any posix compliant system which is supported by SDL.
The author of the DOS version of C-Dogs was Ronny Wester.
