portmap is a component of SUNRPC - the rpc layer used by NFS and NIS among others. portmap is used to map RPC program names to TCP/UDP port numbers.
The functionality of portmap has largely been subsumed by rpcbind, which adds IPv6 support. Some people still prefer the tried-and-trust and smaller code of portmap.
