This project has a CArea class with functions like CArea::Offset(double inwards value).

libarea/area.sln ( for Visual Studio 2008 ) and libarea/Makefile ( Linux ) are for making a Python module.

libarea/pocket/pocket.sln ( for Visual Studio 2008 ) is for making pocket.exe, see the wiki page http://code.google.com/p/libarea/wiki/Pocket
