Refbot: separated bot owner's irc nick from bot's irc nick. Refs per run and IRC channel to join are now config options. Channel greeting is now a single message. Now thanks the channel after receiving it's refs per run limit. Now reports number of refs still wanted after each ref add. Now sanity check bulix.org URLs before attempting to add them to the node.

Split the refbot into non-freenet-specific module 'minibot', and freenet-specific 'refbot' which subclasses from minibot.MiniBot. Note that the new 'minibot' module is now a great starting place for developing general purpose, simple, single-channel IRC bots for freenode.net
