Restructure the EdEC provider SPIs into single base-tree copies with multi-release XDHKeys/EdDSAKeys hook classes, so the jdk1.11/jdk1.15 overlay copies can no longer drift: the UserKeyingMaterialSpec salt and the emulate-oracle property now apply on JDK 11 and later, and keys from third-party providers are decoded on JDK 11+/15+ as they are on JDK 8.
