BackupPC_refCountUpdate: If $Conf{XferLogLevel} >= 3, or if errors occur, now log the number of files skippped for deletion and the total blocks occupied by those files. Updated the documentation to note the conditions for deletion, and to reflect the new log information. Removed a reference to BackupPC_compressPool from config.pl. Updated the documentation for installation on Debian.

Reprise patch to CGI/View.pm first applied by 0a03732 17 Sept. 2012. It got lost by 3.3.0 on 14 Apr. 2013, then imported into 4.0.0alpah1 on 24 June 2013 (which is how we got where we are today) and released with 3.3.1 on 12 Dec 2015. Spotted thanks to the Debian maintainers: https://sources.debian.org/src/backuppc/4.4.0-11/debian/patches/01-debian.patch
