I've been using CGI::Application since '02 or '03 and have saved an immense amount of time as a result. CGI::Application, and the accompanying ecosystem of plugins and supporting libraries, are a good blend of power and simplicity. CGI::App is the first tool I reach for when developing a Perl-based web application.
