it appears the CVS enlistment of PGF/TikZ failed 10 days ago and hasn't been synchronized successfully ever since. I just ran a test checkout on my laptop and it worked fine.
Can anyone fix this? Here's the link to the repository in question:

I can't checkout from it. If you are having luck checking out anonymously, please let me know how. I'm getting a Connection refused
message when I try from my workstation. Is it possible that anonymous connections to the CVS have been disabled?

Weird, it worked the other day. Apparently, it's the same with all CVS repositories hosted on sf.net. I tried
cvs -d:pserver:[email protected]:/cvsroot/tuxpaint login
and
cvs -d:pserver:[email protected]:/cvsroot/gatos login
with the same result: 2401 failed: Connection refused
.
I'm going to file a support request and get back to this thread as soon as I hear something from sf.net.

It's related to http://sourceforge.net/apps/wordpress/sourceforge/2011/07/17/2011-07-17-cvs-outage-for-some-projects/ most likely, so it might take a while until sf.net has CVS working again.

At the time of the break-in a couple of months ago, they were threatening to delete all the CVS repos and force-migrate everybody to something more secure... I suspect many, many complaints ensued. However, maybe this has something to do with it...

In the support channel on IRC I was told it is very likely to be linked to the current outage that started yesterday. Hope they'll manage to fix it some time soon.

Connecting to the repository works again for me. Can someone trigger an update of the enlistment (it's been hanging in waiting in queue
for a couple of days now)?

Re-fetch and all following jobs finished OK. Analysis page is at Jul 21 2011 and last commit is at 2011-07-20. I will monitor the project for at least one update cycle.
