I hate to point the fingers elsewhere, but I think the feed from SourceForge is not well-encoded.
The RSS feed itself does not declare any encoding, and within the RSS contents it looks like the non-ASCII characters have been improperly XML-escaped.
I tried adding this feed to my Google Reader, and it has the same visual result as Ohloh.
Have you had good experience with this feed using other readers?
