More enlistment failures in The Cake Protocol

This project consistently fails to retry failed enlistments, even though I know that webserver has fairly good connectivity. I tried adding a google code repository as an enlistment, and it downloaded once, and was never checked again.

Eric,
Re-fetched the enlistment and all steps completed OK. Analysis is now up-to-date. Last commit was about 4 hours ago. Will monitor the next update cycle to be sure updates will run OK.

P.S. A new enlistment will be fetched once but won't be updated while any earlier enlistment is in an error state. This particular type of error is not yet handled automatically, although we are working on it.
