I am wondering, many people place license headers on top of each file, does this get counted within the comment stats?
I tried to search around for some answers and I reached a dead end :)

I don't have any current stats as to how many people do this.
However they do get counted for comment stats, which as you probably suspect, may not be ideal since it's not really a comment but just noise.
Ohloh should be smarter and not count comments if they are nearly identical and across multiple files, perhaps checking to see if they are in the same spot (top or bottom).
I've entered an improvement ticket on our side so we can keep track of this improvement idea :)
That would be super :) I am surprised some projects have high comment ratio, but absolutely no useful comments just those license headers.
Having a way to strip these out, would be useful, I don't know how efficient that could be done :) A nice challenge to tackle!

Yea, I actually was surprised that my project is well documented
. I even wrote some real documentation after reading this, so it would be true :D
Are commented code blocks also counted?

I think the code counting is fairly primitive. A line is either code, or a comment. So all the comments that appear after code on the same line like:
int a=47; // Star Trek FTW!
I don't believe those comments are counted, which is really bad. It's another thing that is high on our priority list to fix. Lots of things on that list :)
