enlistments with tags?
Scribus decided unwisely to develop not in HEAD but in branch Version13x

Is there a possibility to add a tag to an enlistment? Or is Ohloh downloading
all branches anyway?

Unwise or not, you are not alone with this problem. Unfortunately, I don't have a good solution for you yet.
Ohloh downloads only the HEAD of a CVS repository. To conserve storage space, this is the only branch we download.
We have a feature in the works to allow you to select a different branch, but it's not ready for prime time yet [CVS is a little complicated in this regard]. It's on the way, but I can't promise when we'll get there.
