How are man-years calculated.

Is it just me or are the man year calculations assuming that developers are very slow?

The man-year calculations are calculated using the COCOMO model. It may seem to over-estimate because most people don't take into account the amount of effort it takes to write production-quality code. It attempts to include the time it would take to design, implement, debug and fine-tune the project. This means that the estimate is definitely suspect for projects that aren't production-quality.
