Download source code history fails constantly

A few days ago, I (noticed and) removed the failed to download
master (was unchanged since August 2016) branch which sat there for several months, I think. I added a branch rework
from the same GitHub repo which downloaded successfully but didn't update the metrics.
Today, we merged rework
back into master
and so I removed the rework code source and re-added master. This now still fails to download. Why?
