Restrict allowable changesets to those that can be proper text/* files. This means not all output of the diff command will be a valid text/diff file, in particular, the "I converted the README from ISO-8859-1 to UTF-8" diff won't be expressible this way, as it will have a mixture of those two character sets and hence won't be a valid text/* file. Previous discussions on the ietf-types list opined that two media types could be registered, text/diff (where the patch is itself a valid text file) and application/diff for everything else.
