Isn't working if there already exists classes for the body tag. That's why the entire editor CSS isn't working in some themes. You can try this with the SeaBreeze? theme.

deprecate openwysiwyg and remove included lib. module mehtods remain, but are commented out accordingly. openwysiwyg is no longer in development and has conflicts with core-included javascripts libs like prototype. refs #134
