Added a docstring for LegislationScraper, suggest a better sys.path updater for scripts. Make --verbose a counter, added a debug method (which requires -vv) When using --all, let states indicate what the earliest year is. Give a proper error message if you don't give --year or --all. Add a user agent to requests done with self.urlopen() Make cookies persistent with all requests done using self.urlopen().
