ivle/webapp/submit/submit.html: Rewrote error message when an offering could not be found to submit to. This can have one of several causes, and the old error assumed it was because you weren't in a subject dir. Now enumerates the possible reasons. (LP: #526853)

database.ProjectSubmission.get_svn_export_command now appends the file extension of the submission onto the output path, so if a student submits a file (not a directory), e.g., test.html, it will check out as 'studenta.html', not 'studenta' (so it has its correct file extension). (LP: #608040)

(simple)json always returns a unicode when decoding, while cjson returned a str where possible. This makes cPickle unhappy, so convert back to a str.
