refbot: Fix a long standing bug: two bots can now finish exchanging refs when one node already had the other's ref before the conversation started. More opennet stuff. Swapping opennet refs with humans is probably pretty close now. Probably gonna wants some extra help from the node for bot2bot opennet trades for efficiency reasons.
