Fix package installation by having a global utility that actually manages a site-local tool. This cannot be made a true site-local utility since indexing happends before imports steps are executed, which is where we'd typically register a site local utility (with portal.getSiteManager().registerUtility).

Add tests for controlpanel configlet that allows for manual synchronisation of shadowtree. Make the shadowtree tool utility a true site-local one (should not be registered as a global ZCA utility in configure.zcml) Add more tests, ensuring coverage of both AT and DX variants where applicable. Removed setuphandlers since import step no longer required.
