Another (more compatible?) fix for #700; avoids applying :encoding(UTF-8) to $DB::OUT in favor of :raw + Encode. Also updated dumpvar_epic.pm docs and fixed a bug related to inability to transmit and correctly decode from dumps Unicode characters such as U+1D45B that have multi-char representation in Java. Added a new test case to test_Variables.pl for that scenario.
