This is the current release build of the PMU Connection Tester, version 4.5.0
This version of the connection tester is to be released with openPDC 2.1.
This application requires that
.NET 4.5 already be installed on your system.

Go to Settings and change ForceIPv4 to True. Should fix you up ;-)

Would expect CFG1 to work as well as CFG2...
If you want to send the CFG frame and a frame of data - I might be able to help you look for discrepancies in my spare time.

I'm using configuration 1 frame.
In accordance with IEEE C37.118.2-2011 there are three configuration frames and I use configuration frame 1.
